How to actually issue these cards

Cards issued from this page today are GPD Wealth account records. They carry a card number and delivery tracking in the app, but they are not connected to the Visa network and cannot be used to spend until a BIN sponsor and bureau are contracted below.

1. Appoint a BIN sponsor or issuer-processor

A card programme cannot join Visa directly. You go through a sponsor bank or issuer-processor that already holds the Visa licence and issues you a BIN: Stripe Issuing, Modulr, Marqeta, Thredd or GPS. They are the ones who put your cards on the Visa network.

2. Pass the programme and KYB checks

The sponsor runs full know-your-business checks on GPDRECORDS LTD: incorporation, beneficial owners, financials, AML and anti-fraud policy, complaints handling and safeguarding arrangements. Programme approval usually takes four to twelve weeks.

3. Hold the right FCA permissions

Holding customer funds needs EMI or API authorisation. Extending credit on a credit card needs consumer credit permission. Either you hold these yourself, or you operate under the sponsor’s permissions — which must be agreed in writing before any card goes live.

4. Evidence PCI DSS compliance

Card data handling must be PCI DSS compliant: tokenised storage, no raw PAN in your systems, an SAQ-D or Attestation of Compliance on file. Card details are then read back from the processor, never stored by the app.

5. Contract a Visa-approved bureau for manufacture

Physical cards are produced and personalised by a Visa-approved bureau — IDEMIA, G+D (Giesecke+Devrient) or Thales, or your processor’s own fulfilment arm. The bureau prints the card, encodes the chip and posts it, with tracking returned to you by API.

6. Approve artwork and personalisation data

Card artwork needs Visa sign-off, and the personalisation file must carry the chip profile, cardholder data and PIN delivery method. PIN is set in-app or sent as a separate PIN mailer — never printed with the card.

7. Wire up live processing

Authorisation webhooks, 3-D Secure v2, wallet tokenisation for Apple Pay and Google Pay, plus disputes and chargebacks. This is the part that makes a card actually authorise a payment in a shop or online.

8. Fund the settlement account

Every authorisation has to settle. The programme needs a pre-funded settlement account or an agreed credit line with the sponsor, reconciled daily against the card ledger.

9. Go live and issue the first real card

Switch to production API keys, issue the first live card, and run monitoring and reconciliation from day one. From that point the card is a genuine Visa card that works in shops, online and at ATMs.
